Those bagpipe samples heard in a certain hardtracne song

At 2:14. I'm wondering where does the bagpipes sample actually 'come from' (the sound of it. Any particular synthesizer or anything?)

Hm I think that a particular synth cant do this in this Quality. Mabye it comes from the "World Pack for Garageband" from Zero-G
