+1 for DtBlkFx and there's also SpectralMonkeyage, which is available in the files section of the Audiomulch discussion board (you need to register in order to access the files).

Voxengo SPAN is another useful FFT based tool, for free.
Also BlueCat makes a good freeware one; can't remember the name of it.
Finally, and I hesitate to mention it because it will bring out the vitriol of KVR, the Roger Nichols line of plugins has a freeware version of Inspector.

I've gotta ask the OP: did you mean effects plugins or FFT-analysis plugins? Sorry, I always think of analysis when I see FFT.
