Kinda like the section of vocals robert plant sings on "no quater". Doesnt hafta be exact just something that kinda sounds...well...underwater.

You could try a DX rack named PAPS. Its a group of plugins from Buzz that's been DX'ed by the dev. In there there's a filter called Neptune that's described as an underwater effect.

fwiw i've been modeling this using cascaded allpass filters, which are appropriate for modeling transmission through substance..

if you percuss a steel cable you get a 'laser' pitch effect caused by the higher frequencies travelling faster.. so the lower freqs are delayed more..

..if you've heard cracking ice on lakes, this can have the same effect..

..i put a quick percussion synth together based on this effect.. key triggers a short impulse envelope which feeds into a series of allpass filters and creates ~a 909 kick..

so oc this is what's happening with water..

fyi i've been using chains of 192 allpass filters (copy/pasted in synthedit..) for a few days and am still trying interspersed scattering delays and low passes.. so far i'm not convinced.

it might be a tough emu considering the dynamics involved... ;)

I've created very similar effects using a Leslie sim (for mimicing "No Quarter" live I've used this for both the keyboards and vocals).

For hardware I use a Hughes & Kettner Rotosphere II pedal, but for software try mda's Leslie, Mr Donald or Spinner LE, and experiment with both the speed and the wet/dry mix. Should hopefully at least put you in the ballpark of what you're looking for. :)

Not really a solution but if you like that sort of thing I think you might enjoy the Underwater preset with LazySnake from Andreas Ersson

all the freqs travel at the same speed, but the steel transmits the sound faster than air, we hear the same sound twice split seconds apart.

i am also correct :) allpass is commonly used in waveguide synthesis to model string stiffness.

this model uses 88 allpasses in series per channel interspersed with 42 delays and 6 low passes to fake it.. it's also static.. adding some modulation helps a little and probably filtered noise.

i'm not familiar with algorithms that use allpasses for reverb although it's common to do so.. i a/b'ed the reverb without allpassing and there is an improvement in perceived 'solidity,' but i think there's a lot of room for improvement. i won't be writing those filters any time soon :)

the beginning is source and short delay times.. rest of file is wet only, mostly at longest time setting with finite delay effect. feedback at the delay stages adds usual metallic sound which at very low amounts can add some depth and improve decay.

dont have the track handy ATM , but wasnt that vocal fx a sort of fast tremolo with heavy doses of reverb upon?

as Har says, a "wet" (sorry) Leslie (or emu.) should help, with a bit of filtering and modulation. Why not post a wav for a subaquatic challenge? :)
