The reg file downloads to the same folder that every other download goes to because the browser only places files in the specified download folder. If you want all those files in another folder, you simply go into browser preferences and change the path. This has nothing to do with the cache, which is completely separate from the download folder. The default for any browser I've used (Opera, Firefox, IE) is not the Windows Temp folder.
