Not sure what you're looking for -- bells vary so much in character, but was a synth from Krakli called Bel, which I don't see on the site but was there last fall. You might ask Ian if he still makes it available.

This is a demo of BEL, it might be too synthetic for your needs in which case samples may be the better bet, I am sure that there would be some good soundfonts out there.

You might try Carillon, by Tweakbench:

I'll second that suggestion -- like all the tb offerings, carillon uses few cpu resources, yet produces a surprisingly wide variety of bell tones.
