There is a computer aided tool for creating unique chord progressions called

Improvisator

It is a VST plugin so you can use it with a DAW.

This will sound crass but it's not meant to be: improvise. Theory is very useful but you must develop your spontaneous instincts as well to become a good composer, IMO.

I realize you are asking for instructional websites, but you can teach yourself a lot as well simply by working at it creatively.
