Roger Hodgson's solos with Supertramp were generally fantastic. Well thought out, played with feeling and voiced like a part in a play.

+1 for Holdsworth

Walter Becker did some great pieces, 'Haitian Divorce' comes to mind.

Steve Hackett, thinking in particular of his work on 'Selling England by the Pound', but there are others in his solo and the Genesis repertoire.

We seem to share some tastes :D

In a different genre, Mark Knoplfer is for me the king of phrasing. I think his special sound also derives from his playing finger style rather than with a pick. The man really makes his guitar talk, or whisper, rather.

In country, there's also Bonnie Rait that comes to mind.

Wes Montgomery, and his disciple George Benson, ain't bad either.

Eddie Van Halen. In a totally different league from all the other high-speed guitar heroes. The thing is, he has ( or used to have ) musical ideas, backed with incredible skills, as opposed to most other guitar heroes who have incredible skills and... not very good musical ideas. I won't mention names, don't want to hurt anybody's feelings :D

+1 to way too many already mentioned. I would also add that Reeves Gabrels and Robert Fripp have excellent if not eclectic phrasing.
