Someone might have mistaken this to mean that he's been involved, in some way, in the conception and/or development of it. I haven't found anything from Carlos himself where he made any such claim.
He was just being incredibly helpful to people, which may have caused this misunderstanding (not by you, but in your sources already).

I have always liked Fripp and Eno's "Evening Star" LP which came out in 1975. The Elottronix XL is perfect for creating the long tape delay sounds from that era.
I am sorry to hear of Carlos's passing.
