Hello i've just ordered the latest issue, but i'm a little bit confused.
Do they add a new instrument or effect every issue to the cm studio or is there a special plugin every issue that can only be found in this issue ?

Generally plugins are added to the CM studio, especially if it's branded as a 'CM' version.
They do sometimes have hosts like Podium or Samplitude SE on the disk but they tend to be specials for that month only.
Ultimately, no hard or fast rule, if there's a plugin that catches your eye then it's best to check if it'll be availble in the future or not, don'y just assume it'll be on future disks.

looks 'CM' enough 
plus there is not a sequencer VSTi in the CM studio yet so go for it i say: its good as a promo to tempt people to buy your other software if they like the one with CM of course
