Taking into consideration Max/MSP's latest announcement that there will be no plug-in support (Pluggo) the only way for me to enter this competition would be to use Max Runtime (which would be free for users to download). I imagine this would put some users off, but anyway, am I able to enter a .exe (with runtime) made in Max 5?

A handy app would be an EQ/amp combo with settings for minimux and maximum, that would raise a connected instruments volume to the minimum, if output was below that, and block loud sonic mayhems from novice/crummy sound designers before ear or speaker damage occurs, with the option to store settings for each preset.
Cheers :)
