How to toggle a VST parameter?

I'd like to use my sustain pedal to toggle the state of B4's leslie speed between fast (127) and slow (0). When I map the CC to the parameter, it switches when I press the pedal up/down. Is there a way to toggle it when I press the pedal? I see that there's a toggle mode in the MIDI assignments, but it's grayed out for VST parameters.
