You need a free file hosting service. Check this thread:

I don't know whether mediafire is a good choice. There might be better. Wikipedia has an article on free hosting services with a big table of features for comparing different services.

if you have an entry that is finished, then just be patient and Ben will make it clear how to submit.

If you are after beta testers, then assemble some testers and depending on file size either email it or use a hosting service as Meffy suggests.

Yup, I don't know about any official upload space, just how to get things up for preliminary tests and such.
