I once got a similar cat sound from the Arturia Origin. I fed the output of the filter fack onto itself (the real moog could do that as well) to emphasise the resonance peak. Perhaps he used that trick. In any way, I think you can get close if you use a good moog emulator. Use one oscillator and set it to a sawtooth, filter it down (24 dB oct) and use quite some resonance. On the filter envelope use a medium attack, this gives it the wah wah sound. Set a medium/high sustain and a medium decay. You will have to tweak this and the envelope amount a little to get it right. Choose low keyboard follow to get the formant action from the filter. On a moog emulator press only the upper keyboard follow knob (equals to a 33% key follow)

If you're using a real moog emulation, use VCO 3 to modulate the filter cutoff, set it to a frequency of I guess 30 Hz and use the mod wheel to control the amount of modulation. This way you can use the mod wheel to the get the sound to flutter like in the example. If you are using another synth, you have to arrange this using a mod matrix and an LFO.

I just read your description, and it totally corresponds to what I programmed on Poly-Ana. But you, Mr.Koot, did it without a synth, only in your mind - respect!
