transferred licenses NFR?

the website doesn't say anything about this, but rather than assume, i just wanted to make sure that if i transfer a license, the new user isn't screwed because it's second hand. i just want to confirm that the new user's license would not be NFR, or non-upgradeable (i'd be transferring the current version).

just looking for confirmation for the sake of being conscientious

Corrrrrect, yes, the new owner gets a full, upgradeable license, NO NFR.
