I've through this when I almost became semi-professional musician, I felt the need to learn how to read and write music so that I could express my ideas to my band mates. I learned to read and write basic songs but because I am a drummer I never worried too much about harmony, scales, etc.Another point to consider is the ability to communicate your intentions as a composer to other musicians.
I believe that you don't need to know the rules to create pleasing music, but I agree that it may speed up your work 'cause it gives you directions of what might sound good and what definitely sounds bad.if you know how to read music you surely can play back this music - but in order to write music to be played back some knowledge is recommended - it speeds up your work - if you don't know the "rules" / building blocks it's rather a try and error approach than what is called composing ...
