I dont know how other SDs work ( well in fact I know for certain and they work fine), but our libraies doesnt stick to the 128/64/ aso HW synth paradigm.
Some libraries have 400 patches, the last one 210, and some less. I always do far more patches than the ones finally released and I remove what seems to me the weakest ones, and only keep the working ones. Compare this to " I think I've made 70 nice patches,, then I will make -oh ultimate pain- 58 filler ones to get to the 128 target" attitude.
I really dont know if some people think like you suspect them to think, but if they do, I'm really sad for them. Sound Design should be made of joy, liberty and interest to serve all musicians, whatever the genre they are in ( and given the fact that usually some pusicians will mutate as fast as the hype genres do
I support genre libraries as well, but this should not hide the fact that Wildfunk for example, was very happy with some of our UberGenres libraries.)( Just happen to know it because he told me so
As for very small soundsets, imho, there are much more difficult to have a correct ROI on them, but if someone want to make some, well I only wish them good luck
