It's straight out of "common practice harmony". In fact I think that very same diagram in one of my old textbooks- doesn't Kostka-Payne start out with a little I-V-I diagram and keep expanding it through the chapters to this very diagram?

Very useful for many people, very clear if you study it a bit. But of course you have to know the basics of functional harmony, building triads on a scale, etc.
