The roman numerals represent triads in a Major scale. Triads are stacked thirds. So in C major the I chord is CEG, etc etc.

In a major scale the triads are:

I ii iii IV V vi vii* I

The arrows represent where the chords tend to want to go naturally. ie: vii* and V gravitate towards I.

Try it, play a C Major scale and then play a BDF chord or a GBD chord. They both will have tension that is released when you play a CEG chord right afterwords.
