i think this is why it is often dismissed as a fad or as something rebellious in nature. when in fact the ideas behnd noise music as described within the book have been around longer than even before peter gorus* scribed the music of the spheres.

We can do a similar thing for use of language. Interestingly, in both cases we don't have anything like a full or complete understanding of every cognitive process involved, but we do have plenty of evidence that the general intent of the theory is correct **.
Here's a pretty interesting example:
So - for cases where one person can understand something as music while another hears it as noise, I think this is a specific example of a very intriguing question of how much cognition is shaped by environment and experience. There are clearly some things about music that are universal, and just as clearly some things that are more specific to a person's experience.
I don't really have a lot of answers beyond that. My favorite model is considering musical material the same way textual material is considered literature. This seems to me pretty practical and also leads to some pretty optimistic beliefs about what music can do for people.
** In truth, we don't even really need any explanation of the underlying brain hardware - the fact that we can reasonably agree that there's a distinction between music and noise exist for most people proves in itself that the brain hardware does exist. Even if it becomes very hard to reconcile what is music and noise amongst individuals
