Surely it would be better for the television companies to do this filtering once rather than all the viewers to do it hundreds of millions of times?

Here's the code!
You can download the audio processing plugin that we made to do this: devuvuzelator.zip.

This includes a VST plugin DLL for Windows, plus the source code. You can also compile it into a LADSPA plugin for use on other platforms.

(Plugin code by Chris Cannam, simple method with direct correspondence to the spectrogram suggested by Wen Xue. Thanks to Richard Bown for the idea to look into this. It sparked some debate; it turns out that this research group contains quite a mixture of people who like and dislike the vuvuzela.)

The Isophonic plug in doesn't work for me (I can still hear them) and it takes away the entire low end of the spectrum in the process which makes listening to the commentary rather difficult (tinny sound).

I rather like the Prosoniq example, their process doesn't seem to touch anything but the Vuvuzelas...

Prosoniq sucks. They were a once promising company on the cutting edge, but their lack of new development and their abandonment of PC support destroyed their potential for what could have been.

It's all the fault of the Developer Formerly Known as Stephan M. Sprenger, who is such a pussy, he took his wife's name when he got married. It's no surprise that his full emasculation was complete shortly after, when Prosoniq dropped Windows development.
