I need recommendations on libraries that have string runs or a general orchestral phrases library that contain major and minor string runs in different keys.

Sonivox hip hop playa strings or Native Instruments "Session Strings" which just came out not even 2 weeks ago. You can download the free Kontakt player for them if you don't have Kontakt 4. I have both. Both have phrases. I'd say the Sonnivox aren't as convenient to use as Session strings imo but still a pretty good choice. Don't of any that has phrases of entire orchestras though, jut strings.

Sony Samples have four libraries of this kind of thing: Classical, Modern, Cinematic and Rock & Pop. They might suit your needs?

I should be more specific, the kind of runs I'm looking for are like the ones at 0:38 in . But could this be very easily done with samples?

This library has some disco-style string runs:

The ultimate string runs library was called Smart Violins. It's no longer available as a separate product but it's included in the Peter Siedlaczek Complete Classical Collection together with the Advanced Orchestra, Classical Choir and some other libraries:

Hi Yoss,
I'm producing a special library for tempo locked string runs, string figures and there will be a inovative String Runs Builder for creating individual runs.
The library will be released on september as a download product for Kontakt 3.5 and Kontakt 4.

Any indication of the price? Is it all one section or can you have different section sizes?

I working hard on it at the moment.
There is one section in the following size:
14 1st Violins
12 2nd Violins
10 Violas
And in some Samples 8 Celli/ 6 Basses
The video is only a first look on the library.

SampleModeling are working on solo strings which you can build sections from. And yes, they WILL do convincing string runs. Look at Garritan's solo violin and cello if you want just an idea of how playable they will be. And i've heard they will blow the socks off the Garritan solo violin and cello.
I wouldn't bother with anything else IMHO.
