Sorry olikana, but I am very much aware and very happy that OSC is part of the OSC community, but I think that some level of favour should be offered to the folks who are willing to create the tracks which are the lifesblood of OSC... particularly when the featured synth is not particularly attractive to them.
I dont know how others feel, but although I have no problem being outvoted by folks who demonstrate a certain level of investment to the running of OSC, I would lose a certain sense of belonging if the featured synth was to be determined by a number of individuals who have shown no prior interest nor felt obliged to participate.
I'm sure it is very unlikely, but certainly possible that with an open vote, it would only require a handful of mischievous trolls to pool their votes for onepingonly, hardwood clave, Sun ra or the likes and do no more than chuckle away popcorn in hand and watch on as we attempt to make sense out of the senseless.
So I see the requirement to cast OSC votes as very little to ask in return for a stake in what is a very important decision.

ok fair enough, when ppl vote for entries can also vote for next synth in same post. i'll go with that. in case of an unlikely tie...winner/or loser from previous osc picks it.
as general rule 1 synth cannot be used in an OSC more than once a year.

Yea that sounds reasonable.
The top 10 OSC finishers get to nominate a synth each for the OSC rounds following next (2 comps forward, in order to have time for vote, testing etc). If missing nominations before deadline, top voted and unselected synths from previous elections will be used. (for first or lacking: by admin)
Then all OSC voters of same competition get to vote on those nominations by a website poll. To avoid tie, we can have a weighted system like we do with the comps. If still tie, the winner gets to decide.
This seems the fairest way so far, only problem is the xtra organizing unless a smooth routine gets worked out.

Tracks? Is this about track making here? 
But just to refine my point above:
How about every OSC submission comes with a synth nomination, then every OSC vote comes with a synth vote. Votes are weighted, but in case there's still a tie, a randomizer sorts it.
Could be as simple as that.

There's got to be a more simple way of choosing on the synth, contest-to-contest.
One thing might be to have a designated 'nominator' for the OSC. Prior to each contest, the 'nominator' would choose 1 synth from a list of synths; then, there would be a vote on it. If the first synth chosen by the nominator were rejected, then the nominator would keep picking synths from the list, until a given vote went over 50%.
The first time a given vote goes over 50%, then that's your synth for the next contest. Synths which are rejected by the voting are shunted to the bottom of the list.
Or, you could have the nominator pick say, any 3 synths from the list and the one getting the most votes would be the synth for that contest.
Ideally, we want to choose synths which bring in the most contest participants.
Anyway, it will all work itself out; i just wanted to bandy about another idea or two on the topic...

god..overly complicated
simply when voting for OSC entries add in your post a preference for a synth u wish to use in the next OSC.
the most requested synth in that thread will get used.

That would be the easiest, but increase the chance of a huge tie situation.
Could certainly try it tho, and just use a randomizer like Tattie's 5dice to decide in case of ties.
