Whenever I try adjusting volume envelopes on drums the sound dips down to an almost imperceptible volume, even after very minor adjustments, forcing me to raise the gain by very large amounts in Fl studio. Is this normal/expected?

what have you loaded the drum sample in and what volume controls are you referring to. I only ask as there are multiple ways you may have done this.

I'm making alterations in the step sequencer within the channel settings menu under "Ins" using the ADSR volume envelope.

On the Ins section make sure you turn the knob called 'ATT' (stands for attack) all the way down to zero as by default it is sloped which will cause sounds to grow in volume until the hold phase.
If you have a drum hit, this attack gradient is too long to have any effect on the sample. If you try loading a longer sample with the default sampler channel settings you will hear what i am explaining. Try one of the drumloop samples provided with FL.

OIC I had assumed that slope was by default the same slope used for the original sound.
