It's much like ACE without patch cords, yes. However, the main difference is that one Tyrell oscillator will mimic the bahaviour of a popular analogue DCO circuit in great detail, while the second oscillator mimics the bahaviour of a VCO from another popular analogue synthesizer. Great attention to detail was given to the envelopes too, which is IMHO a completely underrated and often neglected factor.
The filter is a whole different story. The proposed SEM-style filter is a bit underwhelming to me, so I'm moving towards a free interpretation with a bit more bite.

Urs, I had been hoping you'd do something like this for a long time. I'm much more into small performer synths with fixed routings than modular synths. I think that's why I never clicked with ACE even though I loved the sound of it when demoing. Trell sounds like it's just what I've been waiting for.
