Is there a simple way for me to understand chord progression & how to use it in making Jazzy House?

Anyway, you'll understand chord progressions a lot better if you understand terms like cadence, predominant chords and passing chords. Nah, not all house is base on looped samples. You can use samples but it's best to make your own sounds otherwise you risk the chance of your tracks sounding like someone else's tracks.

Loops can be progressions and many are rather vamps. Vamps also have a place in jszz, rock, soul and blues.

Agreed and i have plenty loops, but now I wanna make my own loops using chord progressions.....So far musictheory.net is showing me some good stuff.
