Are their any plugins that can take an audio input and apply FM via a side chain input? I would like to modulate two completely different synthesizers if your wondering what my aim is. Thanks!

You can kinda do that with U-He's Zebrify (the effect version of Zebra). You can use the audio in put as the modulation source for an FM operator.

You can also do that with modular synths like Reaktor.

It's a modular dsp environment, for chaining VST/VSTi plugins or building your own delay lines or synths from scratch.
If you purchase it I would be more than happy to share this audio FM thing with you.

ReNoise can do this. I've not experimented with it at all, but it has a 'signal follower' effect and you can route the modulation it receives to any variable on another device. Again, I'm not sure how FM synthesis-like it goes (as it has to do with the detection machine)...but the demo is free so might as well take a look...

Otherwise, I believe that Oatmeal as well can do this. You can load up custom waveforms as an oscillator and it has an FM section. It's been a while since I've had it and I've never tried to do that. If I'm wrong about it, it's due to foggy memory.

I had a look around and I couldn't find it, so I re-thought it, hugely simplified it and here it is!

You need to load one of the multi input versions of the plugin to use it - it outputs a stereo FM signal.
Adapt it at your leisure :)

Any delay that pitches while changing the delay time can do it. Modulation just needs to be at audio rate. Often that effect is called chorus, though in that context with low frequency modulation…

You're not too wrong, but my patch treats another audio signal as if it's the modulation signal, where it would normally be a sine or triangle (to do a chorus, for example). Also the depth of the modulation plays quite a big part, where in chorus' etc you've normally got no more than 50 ms to play with, there is much more in my patch.

If you've got bidule, you should try this patch. It's not quite what you think.

Every few years I'll get a DM asking for a link to it, so I'm guessing there is nothing else like it out there (for which I'm mildly proud).
