Hello forum.

Empirically, I know that a song that does "I - IV - I - IV - I - IV..." will not sound like "V - I - V - I - V - I..." even if the first chord I heard when I turned on the radio was the IV.

How can this be explained? :o

For pop music, it can't and to be honest radio music isn't the best to analyse academically. For other music, some artists use different chord voicings and melodic line to better establish tonality and allow resolution.

once again: the melody is the important information here. as chords outside of all context, there isn't any difference, it's a rising 4th move.
