just found this on Reaper Forums - haven't seen it mentioned elsewhere. its a free VU meter in VST plugin format called dbVU:

coded in C++, available for Windows (also 64-bit), works great!

no saturation or anything like that, just a simple metering and gain adjustment tool.

Hey scalawag. Thanks for your interest in dBVU

You can calibrate dBVU to your interface or AD/DA by using the control in the bottom right. The range is -24 to -6 (default is -20) dBFS.
