I would like to purchase Genome sequencer app for an Ipad, but would like to be sure that i could use it wirelessly as Touch OSC for instance to control extrernal MIDI gear...

it seems not, but there's a review which states differently, thats why i am confused now

Ok i purchased the app and it will do MIDIWIFI using the rtpMIDI app but i can't currently get it working in Windows 7.

Yes it works , you need rtpMIDI and have to manually enter the IP address of your computer in the rtp dialogue box otherwise you will need to install Apple Bonjour service.

i have the IAC driver in Mac osx where i create virtual midi, is this the same?

Chances are you dont need to do much at all on a Mac but i know very little about Macs, just wanted to confirm it works over WIFI :)
