Even if FM is just an additional feature,
my favourite FM-Synth (or better: Synth with FM synthesis)
is Zebra2.
It's FM features may be limited, but the sound you can
achieve is simply great!

And the FM features aren't really limited. You can reproduce all but 2 of the DX7 algos and than there is soooo much stuff it can do which most FM synths simply can't.
The CPU use is nice too, even on my ancient PC
