(And I should probably point out that this thread isn't a complete piss-take - I genuinely do admire The Human League and Reel Big Fish, and I have a not-so-secret love for Boney M but whether they too fit the rather dubious term 'cutting edge' is a matter for conjecture!).

I'm guessing this is a subjective one and not an absolute
mine are the following
Brian May - now I know his guitar solos are nothing special however the reason for the choice other than the fact he has that hair is that he built an original guitar, he used an amp built by his friend and an overdrive built by his dad which combined with his style gave him quite a unique sound, not only that but he made vastly complex orchestral pieces using only guitar, not only just layering harmonies but making the individual parts sound like other instruments (eg the song "good company" - not a great song but the guitar is a great example of thinking about sound)
Jonsi - I know it's collectively sigur ros that are responsible but I think that the musical "force" is mainly Jonsi given that his solo work had the same uniqueness to it.
sure many people have used a bow on a guitar before and twinkley shit instruments but no one has managed to make music so intense and yet calm at the same time, they flood their sounds with reverb and compression but manage to make it sound good, it's not a hard sound to achieve, I myself have done songs using elements of their sound however what is cutting edge is making ambience and rock work so well together. it's cutting edge because they invented a sound that you'd immediately recognize as stolen if you ever heard another band using it.
Devin Townsend - now this guy is a fantastic guitarist, he is also a great engineer - you can always tell when he has worked on another bands album. I can't be bothered writing anymore like the other 2 but his sound is unmistakable and when your sound is instantly recognizable that is what makes you cutting edge
