Not a "VST", but Ilya Efimov's Nylon Guitar for Kontakt (full version) could get you there…

On the non-Kontakt full front… Chris Hein Guitars includes a decent nylon, which BTW you can buy as a single Kontakt player download from soundsondemand.com. Other than that you have RealGuitar (the original), which includes a nylon.

Yellow Tools Independence Free has a really nice free one. The free UVI workstation also had a really nice one with one of its free demopacks, but I'm not sure if that pack is still being offered with it. Also Hipasonics had a nice set of free samples that were offered in several formats.

Spanish guitar VST than can recreate the sound and feel....
