What does the "brighter sound" mode do to the signal? Is it added highs, or just rolling off less EQ than before?

No, not a single effect from here adds static eq. Bright formula tape generates higher harmonics if pushed hard, so it can be more airy and bright on certain sources and settings.
Tha B enhancer gives lots of highs if need them.
Decreasing Speed knob makes the sound a lot brighter, too
Now back to distribution, or somebody will knock to this door asking for his license...
