Mixcontrol satisfies all 3 criteria. And as added bonus this week, is surrounded in KVR Kontroversy.

I'm also gonna say Mix Control and although Voxformer (which I have) is ok, I personally think MicControl has a warmer sound. Different strokes!

In the face of such enthusiasm, I've downloaded mixcontrol.
Will give it a try tonight.
It's nice to hear everyone agreeing so unanimously - so it must be good

It's not only good, it's the only thing worth while in that price range.
OK, Voxengo Voxformer is currently discounted to ~ $60, but usually MixControl is pretty alone "down there".
The page says it will be discontinued, but the Creator has already mentioned here on KVR that a v2 will follow. I believe he also stated that existing customers get the upgrade for free.
So if you really have no cash for something more expensive, you should definitely invest your $$ wisely and get MixControl Pro.

mm i forgot that one somehow yes its great I never bought it because I have heard that the company had stability issues but from what I hear everything has been hammered out and they are ready to start v2 soon. all my friends own it and I use it often when I use there computer to mix the tracks they recorded and its pretty cool for stereo effects and stuff like that its basically a do it all plugin
