Personally, I wouldn't suggest making reverse-delay a priority feature because it's not a very common feature and will really limit your choices. It's one of those effects that is best used very sparingly anyway IMO, and I find that I get better results by selectively reversing and manipulating the audio clip that I want to repeat, and just apply a normal delay to that reversed audio clip. YMMV, of course.
That said, RP-Delay has a great feature set, including reverse delay, but is apparently out of your range. I would think that a WTB-for-$50 ad in the Market Place will get you a few willing sellers.
The Waves deal is excellent and SuperTap is a great bread-n-butter delay, but not really the most feature-packed delay plugin on the market these days. Lots of delay lines, filtering, and excellent control over the timing of each delay line, though. H-Delay is also cool and has some modulation, filtering, and "analogue" features for shaping the delay.
I would definitely recommend checking out both OhmBoyz and U-he MFM2 if you want something for really mangling your delays. MFM2 is a little more expensive than your price ($79), but as mentioned above, you can probably find it cheaper in the Market Place with a WTB ad.

Reflex Pro V2 is amazing. So is MFM, though I've only just scratched the surface of both!

Reverse reverb through a cluster of short delays that rise in volume, it doesn't do reverse delays as in actually reversing chunks of audio. It sounds great and is pretty tweakable, can't do what RP-Delay can do and vice-virsa. And I repeat myself here but it's really not what I consider a delay, it can only do multitap delays with or without modulation and definately geared towards those who use it with - but it does it well. it is, but I have used it bridged here in live, and pretty sure it at least showed up in s1 bridged and worked for the short time i tried it
reflex is still my go to, between that, rp-delay, and uhbik-d, I usually go to reflex more often than not

braj , i think studioone2pro 's ir reverb does reverse reverb or it can reverse the impulse wav form . Most ir reverbs have this option . You might want to mess with that a little if you want to save some cash .

Thanks I'll play with that. I think that in conjunction with GR's and Diversion will be enough. I'm going to try and get CameSpace cheap if I can.
