The iPad 2 starts at $399. If you want it any cheaper, drop the "new" requirement and buy second-hand!

If you are wanting it to do music on then you'll probably want to stick w/ apple (and I'm no fan) just 'cause of the latency issues. That said there is a rumored "ipad mini" supposedly coming out soon which is supposed to compete with the $200 androids so that might be the go if you want to save money....

If you want to do music, then go iPad. The wanna-be's are fine for email and web browsing, but for things beyond go iPad.
As someone else said $399 for iPad 2, or get used for even cheaper.... and of course, all iPads have WIFI, bluetooth.
