My friend was interested in buying Ethnosphere by Sound Burst, but the virtual server returns a "The server has not been found" error, plus it seems they haven't released a new product since 2005.
Is the company dead or is this just a problem that's been going on for a few days?

Well their website is still operational - maybe you could try emailing them using the 'contact us' info...but there are probably better sources for this kind of stuff. I own Ethnosphere myself, and although the sounds themselves are pretty good, none of the loops have any BPM info so it's usefulness is pretty limited.
