Minor 3?

For the Horns right at 2:25 add another horn where the bass note falls but a minor 3rd up from the last horn hit to lead up to the ending.
Does this mean they need a note to be dropped from low to high (reversed "bassdrop" or the opposit?

I think i know what a 3rd minor is but need to know if they mean from C5 -> D#5 or C5 -> A4?

If it is a minor third UP that would be Eb (D#) I would think.

Yes. I think the new one moving up a minor third gives better resolution to the ending.

It seems like what's being described in the OP is to have the instrument fall to a third above the last 'horn hit'.

E.G.: "Add another horn [where the bass note falls] but a minor 3rd up from the last horn hit."
