Hi Robin,

I have no problems with it in Cubase 5.1R1, both as an insert and as a send effect. Which version are you running? 5.1R1 is the latest (and last) update Steinberg has done some time ago to the Cubase VST 5.x generation. Maybe you should just download the updates (from http://www.steinberg.net ), install them and try again? (I'm on Windows2000 though, not 98SE)
A few other things that might help (otherwise, I have no idea, really):
- make sure you don't install it while Cubase is running (but you probably know that)
- make sure you have the latest version of the plugin
- try changing the vstplugins folder in Cubase, quit Cubase, startup Cubase, change the vstplugins folder back to what you had, quit Cubase, startup Cubase (this forces Cubase to rescan the plugins folder I think, so that might also help)
I hope you get there. If not, maybe some other user here had the same problem before?
