I've never sent a mass email to customers at all, but I'll do a mass mail on the official release, which shouldn't be too long (as I've yet to get a bug report on 1.2 beta!)

Of course it doesn't. The purpose is to get you to pay full price. And then he comments that you played his hand and thus are going to have to pay the fee. You (apparently) screwed up, not his policy.
