Sounds like your in fl so you should have edison. http://www.image-line.com/documents/edison.html Go to 4 sample edit functions then Clean up/De noise/De clipper.

I know that on TV and films you see people clean up noisy, distorted audio but I don't think it's possible or at least not as good as you see on TV. They sharpen images and video, create really close up clean images out of a bad photo and I know this isn't possible, as with audio you can't bring back pixels / frequencies that weren't in the original file.
