If you have Length set to 2 in one of the steps and Rate set to 1/16, you are telling Kirnu to stay in one step for two beats. That adds one extra beat to your sequence and will cause it to sound wrong or offbeat. It will sound like it is pausing for a moment. This may be desired at times, but confusing if it's not what you expected.

Try some of these settings to get a hang of Length:

-Setup your host to loop for four bars, create a midi sequence that is a note or chord the length of the loop. You should be getting a boring pattern at this point:

First know what offbeatness sounds like.
-Set ORDER 2nd step to off.
-Set LENGTH 1st step to 2.

This may sound strange to you. Remedy the situation with these settings:

Set any two steps to have Length 2.
Set any one step Length 2 and another step Length 3.
Set any four steps to Length 2 and/or Length 4
Set any two steps to Length 2, another step to Length 3, another step to Length 4

Now for really syncopated pattern:

Set Rate to 1/16T
Now do these settings on Length: [3][3][5][3][1][5][1][3]

IF you want Kirnu to play the same note twice in a row, do not attempt to use Div and Length on the same step unless you want those pauses. Instead, use SEQ tab and set two adjacent steps to 1. That tells Kirnu to play the lowest note (or the only note) of a chord twice. If you don't send Kirnu a chord, other numbers will not work and instead the step will be effectively off.
