For real orchestra, I did something similar to this for a small film score project I did. Basically we had notation which instructed all the string players at a certain point to grab onto a string and slide up the neck at whatever rate they each individually wanted... Actually I had half the players go up and half the players go down, which didn't sound like a slide up, it sounded more like a sound widener. But anyway, the point is that there were about 15 string players each sliding up at slightly different exact rates, which kind of smushes out the sound and makes it sound surreal.

Now how to do something like that electronically, I have not tried yet. I'd like to know if there are any good samples of string players sliding up the neck like that while bowing... that would help a lot, but then you'd have to layer a few of them playing at slightly different slide rates and starting and ending at slighterly differnet spots...so....it would be an interesting challenge.

I don't think pitch bending would have the same effect

The electronic music you provided, to me just sounds like they are pitching up a single monster chorusy synth sound somehow, nothing difficult.

You can do it in Ableton Live. (i'm a newbie with Live, but I did see this sort of thing done in a tutorial.)

The orchestra stab is being arpeggiated rhythmically and saved as an audio file.

That result is being pitched up by an envelope curve or by automation, or just pitching with a controller or mouse. (Live has this effect as well as other 3rd party developers.)

You can do this with the 'Tune' knob in Kontakt playing the arp'd sample.

There's a million ways to accomplish that effect easily.

EDIT: you could do this the other way 'round as well, and get the same result.
[i'm pretty sure you can do both processes in Kontakt btw.]

It's not that impressive. I know a few pieces by Stravinsky, and this is pretty famous (as far as 20th century classical music goes; there's also a good performance of precisely this part by Tomita on synth: ; there's even an arrangement for piano solo: ).
