I'm surprised noones mentioned Plastikman, also check out stuff on mute, they've been going a long time and do some darker more experimental stuff.

The 909 and 808 were staples of techno music, and the 303 hence acid techno but it's all about driving rhythms and pulsating basslines and textures, quite stripped down and minimal at it's roots but it's evolved a lot over the years.

In fact I understand that if the melodies are not longer than one bar it can be techno
I was listening to some speedy j while younger and I recall I called it techno (but I recommend to everybody to listen to what Speedy J made after (and before what is he doing now))

What I think of as techno - i.e. what I expect if I go to a "techno party" - is 4 to the floor music that sounds best when reverberating through a massive (possible pretty empty) warehouse/industrial hall. It's generally pretty dull without that reverb.
There's not that much "melody", or else it becomes trance or Eurotrash/Eurorave or just what's now probably meant by the term "EDM". The bass is prominent and is often just one note. The other drum sounds are relatively simple, highly quantized. Sound FX (not audio effects) are optional but common. The whole thing is highly repetitive and variation is often down to "instruments" coming in and out. The whole thing isn't too dense sonically, because then it sounds shit with the obligatory reverb
The above videos are pretty much spot on IMO.
But I'm pretty sure that techno is something that can mean a lot of different things to a lot of different people, and not everyone is genre-obsessed and needs to pigeonhole things precisely.
To me at least, things like DnB (breakbeat and often pretty "dubby"), house (modern disco) industrial and tarnce are all quite different and distinct genres. To others, anything "electro-esque" is termed techno.

Techno doesn't "need" to be 4/4, but most is. Techno doesn't need to fit the form that you describe, but most does.

Not necessarily. I personally couldn't name a single "techno" group or artist (in the strict sense, whatever that is). I don't now nor have I ever been able to digest the endless subdivisions of electronic music, although I play my own kind of synthesizer based music. So this is educational for me.
