It's just a registry entry, if you follow scooks' info in the post above you just right click in the regedit window and select new DWORD (32bit), name it SampleRate, right click and modify, change to decimal and enter 44100 or 48000. It's pretty simple but back your registry up before making any changes if you're not sure.

I forgot about the minihost keyboard shortcuts for sample rate. They set the sample rate in the registry. The minihost keyboard shortcuts for sample rate are:
F3: Set to 44100
F4: Set to 48000
Shift+F3: Set to 88200
Shift+F4: Set to 96000
