There was (or maybe still is) Buzz plugin like that. Though with less controls.

We're talking about the Amen break, one of the breaks drum and bass was built on. Neither the drummer nor the copyright holder have ever sought royalties. I don't think copyright is going to be a problem here.

I know, and I'm glad it went this way as I'm digging Jungle and D&B.
But just because royalties have never been sought does of course NOT mean something is not copyrighted.

64 bit is not possible at the moment. Because it's a Synthedit creation and Synthedit just supports 32 bit VST export at the moent. But there will be an update of Synthedit in near future with 64 bit support. Then I will also do a 64 bit version.

Well Winston the drummer said he was happy that it was being used (in fact, he was astonished at the effect it had).

So, I wouldn't be too concerned about copyright.
