We have had a few folks ask us about this at Waves Universe. You can only get the free Ren Bass from Waves site, but we are able to offer the other specials.

After going through what appears to be the most needlessly convoluted download/installation procedure I've ever seen just to get this one single plugin, I seem to be stuck at the license center which from what I can tell requires a dongle to work.
I'm glad I at least didn't have to spend any money to go through all these hoops leading to nothing.

i didn't need an ilok to get it working i used a normal usb drive, i tried my steinberg key but it was unresponsive but it works with a usb key just follow the steps in the installation for offline install, i love this plugin, its works great.

Answering for Gary, WUP pricing is complicated, and can't be easily accessed without waves.com account information. It depends on how long out of WUP it is, specific items, and whether or not you have hit the WUP cap. We can check the specifics for your account if you would like us to. Just submit a WUP request form or PM me your Waves.com info. This happened last year with the OneKnob Louder they offered for free. They should have it fixed by later today/tomorrow (definitely before the sale runs out), and you shouldn't have to download a new code.
