That article proves why the future is with creative commons. There is no reason why an indie artist shouldn't slap a sampling license on all of his/her work. It helps other indie artists to freely work with a body of sampling material that they know they can at the very least release for free on their site. Plus, it helps the original artist to get the word out about his/her work as a form of free publicity. With CC, everybody wins!
