Hello,

I am planning to buy an iPad Mini 2, with the intention of buying BIAS and other guitar apps for it.

One interface I have found, which looks perfect, is the Roland Duo Capture EX. I also have a PC laptop, so the interface needs to work with both.

If I was to buy a simple, third-party camera connection kit would I be able to just plug the iPad into that and monitor with my monitors? Will the connection kit introduce latency?

3rd party connector adaptor should be fine. No connector/ adaptor will cause latency. It's purely a physical connection.
What will cause latency will be the (lack of) processing power of the iPad mini and the amount required by the app you're going to use.
Get the most power you can afford but don't expect perfection from a mini.

The iPad Mini 2 has the A7 chip, will it not be as powerful as the Air, which has the same chip? I know next to nothing about iPads.

I have two iPads. The thirty pin iPad two and the next one with the lightning connection.
The processing power has doubled..
I very much doubt that the mini will have the same chip as the lightning model.
I confess to knowing nothing about the power of the iPad Air.
At least some of the guitar apps have free versions...maybe have a friend with one load 'em up & try it out before shelling out and possibly wasting $.

They are close, the mini is a wee bit slower, but not by much. The mini just runs at a little lower clock speed

Werp, he's saying the iPad MIni 2which has a retina display and a slightly slower A7 chip than the iPad Air. Reviews have stated they're pretty close in processing power with a nod to the Air. They OP is not talking about the OG Mini :)

As for third-party CCKs, if you buy one that is licensed, good. If you go uber-cheap be aware iOS updates may stop it from working. Buy one that advertises that it won't be broken by updates, and check the reviews thoroughly.
