How do upgrades work with IK in regard to reselling?

Let's say you have Sampletank 2.5 and you upgrade to 3 later on. If you decide to sell it, do you only pay for one license transfer fee for 2.5 and 3 to the same person? Or do you have to transfer them as separate products (with 2 transfer fees)? I asked Peter @ IK but he didn't know. Thanks.
